Fernando Rojas Yerovi
Managing Partner
Public law and legal reasoning. He litigates and teaches the same thing: how a decision is reasoned, and how one that is not gets taken apart.
frojas (arroba) royerabogados.comFernando’s practice centers on public law, with a focus on constitutional, administrative and tax matters, and on personal data protection. His work starts from a technical conviction: most administrative and judicial decisions are won or lost in the reasoning, not in the length of the brief.
Before leading the firm he served as Deputy City Attorney of Quito (Subprocurador del Municipio de Quito), which means he knows administrative procedure from inside the institution that applies it. That perspective changes the strategy: he knows which file survives a review and which does not.
In academia he directs the Center for Legal Reasoning and Evidentiary Argument. He is the author of «Cuestiones de indeterminación, interpretación y motivación en el Derecho» and co-author of «Las concesiones como herramienta de gestión pública», as well as articles in indexed journals. He teaches at Universidad San Francisco de Quito, Universidad Internacional SEK and Universidad de las Américas.
